The behaviour by PF Copperbelt Minister Bowman Lusambo to slap former Chief Government Spokesperson and former Minister of Information and Broadcasting Services Chishimba Kambwili at Parliament is not just disgraceful but a serious demonstration of poor leadership in the Patriotic Front(PF) led government, United Party for National Development (UPND) Secretary General Steven Katuka has charged.
“Unfortunately ,we feel Speaker Patrick Matibini could have intervened quickly by disallowing breach of Standing Orders by PF MP Jean Kapata to rise for a counter point of order,” Katuka said.
He said UPND also expected Speaker Matibini to ensure there is adherence to standing orders by all Members of Parliament regardless of their political affiliation.
“We are of the view that the Speaker should have intervened to avoid the situation to degenerate,” the UPND strongman said.
He added that it is disheartening that this lawlessness and thuggery behaviour does not only manifest in the PF leadership but at the PF grassroots too.
“When we warned the nation of PF thuggery behaviour, this is exactly what we meant,” Katuka said.
Katuka warned Bowman Lusambo to leave caderism outside parliament when he is representing electorates.
“Parliament is not a boxing ring but a legislative house.
It is not in the best interest of the nation for law-makers to engage in physical fights.
Law-makers are expected to debate matters and agree to disagree,” the former parliamentarian charged.
“We pray that the speaker Matibini will take a decisive step to punish Bowman Lusambo and Jean Kapata for gross misconduct as he did for UPND MPs,” he hoped.
